about us
Who We Are
Founded by Mike Hale, PE and Tristan Surratt, PE near the end of 2022, HSE is a principal led, civil engineering firm based in the Volusia County, Florida marketplace, specialized in providing engineering design and permitting services for roadway and land development projects, for both private sector and public sector clients. Prior to inception of HSE, these partners spent eight (8) years working side-by-side together at a smaller, local firm. However, including their prior experience in working for larger, national firms, they’ve collectively gained over 40 years of experience completing a wide array of civil engineering projects in the Central Florida area.
